English merchants feared that American commerce, when no longer confined to its old paths by legislation, would somehow find its way to France and Holland and Spain and other countries, until nothing would be left for England. The Revolution worked no such change, however.

But the rude barbarians of the North they sent their sons by the thousands to die for Bulgarian freedom. What about England? You go to Greece, the Netherlands, Italy, Germany, and France, and all these lands, gentlemen, could point out to you places where the sons of Britain have died for the freedom of these countries. France has made sacrifices for the freedom of other lands than her own.

The general rule to be applied in graduating the duties upon articles of foreign growth or manufacture is that which will place our own in fair competition with those of other countries; and the inducements to advance even a step beyond this point are controlling in regard to those articles which are of primary necessity in time of war.

After this address had been published, I received a letter from the German Chancellor, Bethmann Hollweg, in which writing in German and so late as September 26, 1913 he expressed himself to me as follows: "If I had the happiness of finding myself in one mind with you in these thoughts in February, 1912, it has been to me a still greater satisfaction that our two countries have since then had a number of opportunities of working together in this spirit.

They inhabit higher planes of life than our greatest saints and sages, but somehow they have done nothing for Tibet, which is one of the poorest, dirtiest, and most degraded countries on earth. Still, they are going to give a tremendous lift to the civilisation of Europe; and if we live long enough we shall see what we do see.

God is Love; and it is the glory of the everlasting Gospel that it points the road by which the Father's wayward sons in whichever of the far countries they may have wandered may find a way back to the Father's house, and home to the Loving Heart. She was a sermon-taster and was extremely sensitive to any kind of heresy.

Fentolin smiled. "That does seem to be rather the trouble," he admitted. "Russia, Austria, Germany, Italy, and France are all assisting at a Conference to which no English representative has been bidden. In a sense, of course, that is equivalent to an act of hostility from all these countries towards England.
