It is easy enough to understand this. The officer in command of the regiment, and how much more, the captain of a troop, or the subaltern under him, knows nothing beyond the sphere of his own immediate duty; by the success or failure of his own party his knowledge is bounded, but how far he or his may influence the fortune, of the day, or of what is taking place elsewhere, he is totally ignorant; and an old Fourteenth man did not badly explain, his ideas on the matter, who described Busaco as "a great noise and a great smoke, booming artillery and rattling small-arms, infernal confusion, and to all seeming, incessant blundering, orders and counter-orders, ending with a crushing charge; when, not being hurt himself, nor having hurt anybody, he felt much pleased to learn that they had gained a victory."

Following on the violent opposition that such an order would naturally have aroused in the German leaders, orders from Vienna and counter-orders from Berlin would have led to a state of complete disorganisation, even to anarchy. Humanly speaking, it was out of the question to look for a peaceful and bloodless unravelment at the front.

At the side of the steamer were grimy coal barges, into which was dipped an endless chain of buckets carrying the coal to the bunkers. Stevadores were running here and there, orders and counter-orders were being given, and the confusion must have been maddening to any one not accustomed to it. "Bless my walking stick!" exclaimed Mr. Damon. "We'll never get off to-night, I'm positive."

After it was all over General Huerta explained the ill-success of his military measures during the ten days' street-fighting by saying that President Madero was a madman who had spoiled all Huerta's military plans and measures by utterly impracticable counter-orders. At the time, though, it was given out officially that Huerta had been placed in absolute, unrestricted command.

From the 24th to the 31st of August, 1572, the bearing and conduct of Charles IX. and the queen-mother produced nothing but a confused mass of orders and counter-orders, affirmations and denials, words and actions incoherent and contradictory, all caused by a habit of lying and the desire of escaping from the peril or embarrassment of the moment.

Drake and the English had thrown the whole scheme of the Armada's mobilization completely out of gear. Philip's well-intentioned orders and counter-orders had made confusion worse confounded; and though the Spanish empire held half the riches of the world it felt the lack of ready money because English sea power had made it all parts and no whole for several months together.

It was all a question of leadership; the captain of the first company had known his way and kept his men in good order, while the captain of the second company had never been sure of himself, and had harassed his subordinates with a constant succession of orders and counter-orders, until they had hardly known whether they were on their heads or their heels.

The carriage stopped as he spoke, and a number of ladies and gentlemen descended therefrom, and mingled their congratulations at the narrow escape which had just been made, with thanks to the dark stranger, and with orders, questions, counter-orders, and explanations innumerable, about baskets to be carried and places to be selected.

It gave me a queer thrill to see British Infantrymen again after many months, and this time on Italian soil. After various orders and counter-orders I left Arquata for Ferrara on the 16th, with two truckloads of stores. But this was only a very small proportion of the minimum which we required.

As for his wife, she is neither like him, nor yet like that harlequin who came on to the stage with a bundle of papers under each arm, and answered to the inquiry, what he had under his right arm, 'orders, and to what he had under his left arm, 'counter-orders. But the mother might be much better compared to a giant Briareus, who had a hundred arms, and a bundle of papers under each."
