In Germany, he declares, a strong hand is always required, and a revolution is inevitable in case the hand is weak, and defeat follows. For Germany needed "the Prussian-German State."

It is wiser to regard the southern government as a revolutionary government, which in addition to the prestige of continuing the revolutionary movement of ten years ago has also a considerable sentimental asset as a protest of constitutionalism against the military usurpations of the Peking government.

For so long as that assumption is accepted by the ignorance of the people, the Great Whig Rump will remain inexpugnable, but as soon as the people's eyes are opened, even partially and they begin to understand the meaning of the words, the Emancipation of Labour we shall begin to have an assured hope of throwing off the basest and most sordid tyranny which the world has yet seen, the tyranny of so- called Constitutionalism.

That would be indeed a great triumph to Russian diplomacy, greater than her triumph over Hungary; a triumph dreadful to all humanity, but to nobody more dreadful than to your own future. All sophistry is in vain, gentlemen; there can be no mistake about it. Russian absolutism and Anglo-Saxon constitutionalism are not rival but antagonist powers. They cannot long continue to subsist together.
