It does not pit section against section, the States severally against the General government, nor the General government against the State governments, and nothing is more hurtful than the attempt to explain it and work it on the principles of British constitutionalism.

It was a document which breathed the spirit of moderate constitutionalism, and spoke the words of grave, serious patriotism. It made a strong appeal to the people of Belfast not to injure the cause of liberty, law and order by rash and ill-considered action.

But I wonder whether some impulse achieved flowing across the world from east to west at that time, even though its physical link or channel was thus left incomplete? Like the Liberals of the West, these gentlemen assume that the best form of government is constitutionalism, monarchical or republican, on a broad democratic basis, and towards the realisation of this ideal all their efforts are directed. Not so our Conservative friend.
