It will demand the greatest skill to prevent the permanent alienation, and estrangement of South Africa from Great Britain. This has all been brought about by our unaccountably careless and culpable want of accurate knowledge at home, of the actual situation. We lost a splendid chance of consolidating South Africa in a homogeneous union under the British crown.
For the last six years, Captain Murray has successfully advised in the administration of the Government of Sungei Ujong, consolidating order and good government, and doing much to open out the country and develop its resources. After it grew dark we had the splendid sight of a great tract of forest on fire close to the sea.
It is sufficient to have shown, that there is, in nature, means employed for the consolidating of strata, formed originally of loose and incoherent materials; and that those same means have also been employed in changing the place and situation of those strata. But how describe an operation which man cannot have any opportunity of perceiving?
We have not space, nor is it necessary, to detail the proceedings of this great prince in consolidating the prosperity of his dominions and the welfare of his subjects. He died in April, 1688, leaving to his son a much enlarged and highly cultivated territory, a well-filled treasury, and an army of 30,000 excellent troops.
The original Federalists of 1787 were in favor of effacing as much as possible the boundary-lines of the Thirteen Colonies, and of consolidating them into a new, united, and powerful people, under a strong central government.
The position won can only be secured by pushing home the attack to the final objective and consolidating her line there in the might of full catholic doctrine. A thorough and systematic advance of this sort was made by the orthodox Christologians of the fifth century. The campaign was fought and won then.
Also its handmaid, Education, though in itself a foe to no religion, does tend to tone down dogma and engender tolerance, thus minimising the dynamic force of bigotry in pan-Islam, though consolidating the real stability of religion on its own base. Moreover, some gifts of civilisation can do a lot of harm if wrongly used; I refer more especially to drink, drugs, and dress.
Here again we have the power of gravity to operate in carrying down water to that place which had been before exhausted by the power of heat; and in this manner, by alternately employing those two great physical agents, we cannot doubt that nature may convey soluble substances from above, and deposit them below for the purpose of consolidating porous bodies, or of filling with saline and earthy matter those interstices which had been originally filled with water, when the strata were deposited at the bottom of the sea.
Here O'Neil remained three weeks in camp consolidating the Catholic party in South Munster. During that time he was visited by the chiefs of the ancient Eugenian clans O'Donohoe, O'Donovan, and O'Mahoney: thither also came two of the most remarkable men of the southern Province, Florence McCarthy, Lord of Carberry, and Donald O'Sullivan, Lord of Bearehaven.
In that despatch Lord Russell gives good reasons for dissenting from the views expressed by the Governments of Austria, Prussia, Russia, and France; he justifies the action of the Government of Turin, admits that Italians themselves are the best judges of their own interests, shows how in times past they vainly attempted regularly and temperately to reform their governments, says such attempts were put down by foreign powers, and concludes by declaring that "Her Majesty's Government will turn their eyes rather to the gratifying prospect of a people building up the edifice of their liberties and consolidating the work of their independence amid the sympathies and good wishes of Europe."
