With reference to parochial bounds, introduced into the primitive Congregationalism of New England, but always existing in the English Presbyterian system, the Heads of Agreement declare them to be "not of Divine Right" but for common Edification that church members should live near one another, nor ought they to forsake their church for another without its consent and recommendation.
But, in the providence of God, this society is called upon to prosecute this fourfold work. It cannot abandon a single field and must not be asked to. It can do in the next five years a work for Christianity and for Congregationalism in the South and West which will tell on the coming century.
So with the Church of Christ: there may be, there must be infinite varieties and shades of thought and work. Some will prefer the methods of Wesley, others the freedom of Congregationalism. Some will pray most naturally through the venerable words of a Liturgy, others in the deep silence of a Friends' Meeting.
It is to be observed, however, that even here they illustrated their faith in the principle which was the essence of their common Congregationalism: to wit, that the true security for sound faith and good government in the Church of Christ lay in the power lodged in every particular congregation of judging who were fit to belong to it, and of constant spiritual supervision of each of the members of it by all, so that the erring might be admonished, and the unfit ejected.
There were hundreds of links connecting the Church with the State. In that day a divorce between the two was hardly possible or conceivable. The system of Congregationalism so successfully put into practice soon afterwards in the wilderness of New England, and to which so much of American freedom political as well as religious is due, was not easy to adopt in an old country like the Netherlands.
The Second Church of Hartford immediately put forth a declaration, asserting that its Congregationalism was that of the old original New England type. The force of public opinion was so great, however, that despite its declaration, the Second Church began at once to accept the Half-Way Covenant.
