On these assumptions the limitations of the Territorial Force were simply inevitable. Having regard to the prevailing views on national defence and to the general resistance to Lord Roberts' propaganda, the Territorial scheme reduced the evils of voluntaryism to the minimum. The difficulty as to its shortage in men was met as soon as War was declared.

Men may appreciate the justice of voluntaryism in religion, and yet have rather cloudy conceptions with respect to the influence of opinions and things ecclesiastical on the condition of nations.
So we may express a form of Tolerationism in which there was a concurrence of persons, and perhaps of bodies of persons, who yet differed from each other in the motives for their concurrence. Williams, of course, accepted this form of Tolerationism, as next best to his own absolute Voluntaryism, Individualism, and universal Liberty of Conscience.
Besides it must always be remembered that conscription gives a Government power to initiate an iniquitous war, whereas voluntaryism keeps the national life clean and healthy. A free people will not fight for the trumped-up schemes and selfish machinations of a class not, indeed, unless they are grossly deceived by, Press and Class plots.
