Of the larger, 3000 were in the Baltic trade, 2000 in the Spanish, 600 sailed to Italy, and the remainder to the Mediterranean, South America, the Far East, and Archangel. The significance of these figures may be made clearer by citing Colbert's estimate that at a later period there were 20,000 ships in general European carrying trade, 16,000 of which were Dutch.

Not only a navy, but a mercantile marine was created; the West India and East India companies were both established in 1664. Almost every year of Colbert's ministry was marked by the establishment of a new industry. Paris was lighted and paved and policed, almost rebuilt. Louis had a marked taste for architecture, for gardens, and for sculpture. The law owed many reforms to this monarch.

But the whole of the intense and systematic imperial activity of the French during this period depended upon the support and direction of government; and when Colbert died in 1683, and soon afterwards all the resources of France were strained by the pressure of two great European wars, the rapid development which Colbert's zeal had brought about was checked for a generation.

Meanwhile the armed navy of France was daily growing in strength and efficiency under Colbert's care, and acquiring the habit of war by attacks upon the Barbary pirates and their ports. During the same years the navies both of England and of Holland were declining in numbers and efficiency.

Such isolation was the lot of France during the later wars of Louis XIV., and it well-nigh destroyed her; whereas to save her from the possibility of such stagnation was the great aim of Colbert's life. War alone could not entail it, if only war could be postponed until the processes of circulation within and without the kingdom were established and in vigorous operation.

He directed his course, therefore, towards the trenches, followed by his escort, all on horseback. They perceived M. d'Artagnan in the open plain, with his gold-laced hat, his long cane, and gilt cuffs.

Colbert's hatred, says he, was the immediate cause of Fouquet's fall; but even if this hatred hastened the catastrophe, are we to suppose that it pursued the delinquent beyond the sentence, through the long years of captivity, and, renewing its energy, infected the minds of the king and his councillors? At Quebec he received Colbert's disparaging comments upon the assembly of the Three Estates and the substitution of aldermen for the syndic who had formerly represented the inhabitants.

A valet received the duchesse under the peristyle, and received her, it must be admitted, with some indifference of manner; he intimated, after having looked at her face, that it was hardly at such an hour that one so advanced in years as herself could be permitted to disturb Monsieur Colbert's important occupations.
