The officer broke out with enthusiasm at the idea of a riddance from the French alliance, and said that every man of the troops in question felt the same. Such at least was the actual progression of events, and a criticism which regards operations of such magnitude and ultimate importance as mere incidents of strategic deployment is only to be explained by the domination of the Napoleonic idea of war, against the universal application of which Clausewitz so solemnly protested.

Clausewitz commits a grave error in asserting that a battle not characterized by a maneuver to turn the enemy cannot result in a complete victory. At the battle of Zama, Hannibal, in a few brief hours, saw the fruits of twenty years of glory and success vanish before his eyes, although Scipio never had a thought of turning his position.
Consequently, the first desideratum of a war plan is that the means adopted must conflict as little as possible with the political conditions from which the war springs. In practice, of course, as in all human relations, there will be a compromise between the means and the end, between the political and the military exigencies. But Clausewitz held that policy must always be the master.
This distinction it is very necessary to grasp quite clearly, for it is often superficially confused with the distinction already referred to, which Clausewitz drew in the earlier part of his work that is, the distinction between what he called the character of modern war and the character of the wars which preceded the Napoleonic era.

Where other correspondents saw and reported evil-smelling camps, ghastly wounds, unthinkable suffering, blunders, good luck and bad luck, or treated the subject with a mathematical precision that would have given Clausewitz a headache, Davis saw and reported it first of all as a romance, and then filled in the story with human details, so that the reader came away with an impression that all these heroic deeds were performed by people just like the reader himself, which was exactly the truth.
