These proceedings practically vested all the judicial and legislative powers in the court of assistants, whose tenure was permanent, and left to the freemen in the general court little else than the power of admitting freemen. Not only was citizenship based on church-membership, but the Bible was the only law-book recognized by the court of assistants.

It cannot be doubted that this institution will be potent for good in moulding the character and fitting the youth of this and succeeding generations for the important duties that pertain to citizenship in a great Republic.

The extreme, or, as seen from the present point of view, the ultimate term in the relinquishment of national pretensions along this line would of course be the neutralisation of citizenship.

As it happened on this evening, Drew and I were sitting at adjoining tables. Our common citizenship was our introduction, and after five minutes of talk, we learned of our common purpose in coming to France. I suppose that we must have eaten after making this latter discovery. I vaguely remember seeing our old waiter hobbling down a long vista of empty tables on his way to and from the kitchens.

The ancestors of these "honest republicans" had caused their symbol, the tricolor, to make the tour of Europe. These, in their turn also made a discovery, which all of itself, found its way over the whole continent, but, with ever renewed love, came back to France, until, by this time, if had acquired the right of citizenship in one-half of her Departments the state of siege.

We have now become the National Union of Societies for Equal Citizenship and we hope that the letters N. U. S. E. C. will soon become as familiar and as dear to our members as N. U. W. S. S. were in the old days. At the same meeting I retired from the presidency and my friend and colleague, Miss Eleanor Rathbone, was elected in my place.

When this is read by you, my son, you will have known the noble thrill of patriotism, the pride of race and citizenship. But it is because of that that you must read what I write now about the country I love best. 'Less than any other nation, America is to be blamed for the war. Her life was separate from the older world, and the spoils of victory made no appeal.

'Let him look', said he, 'towards his country; let him die in full sight of freedom and the laws'. It was not Gavius; it was not a single victim, unknown to fame, a mere individual Roman citizen; it was the common cause of liberty, the common rights of citizenship, which you there outraged and put to a shameful death".

It passed with strong bipartisan support and now there are 20,000 Americans more than ever served in one year in the Peace Corps working all over this country, helping person to person in local grass-roots volunteer groups, solving problems and in the process earning some money for their education. This is citizenship at its best.

Love told them both that they were trembling into one another's arms, not voluntarily, against the will with each of them; they knew it would be for life; and Aminta's shamed reserves were matched to make an obstacle by his consideration for her good name and her station, for his own claim to honest citizenship also.
