Many of the Negroes who attained public office showed themselves apt pupils of their carpetbag masters but were seldom permitted to appropriate a large share of the plunder.

As the year 1877 was beginning, the carpetbag governments in nine of the Southern States had been already overthrown. In two other States were two sets of officers, one of which represented the great mass of the whites while the other was based upon negro suffrage and was supported by Federal bayonets. Both sides seemed determined, and trouble was expected.

In South Carolina the carpetbag governor, Robert K. Scott, enrolled ninety-six thousand Negroes as members of the militia and organized and armed twenty thousand of them. The few white companies were ordered to disband. In Louisiana the governor had a standing army of blacks called the Metropolitan Guard.

"I shouldn't wonder," she said, deliberately, "if you was Number Four!" "Whereabouts do you live?" suddenly, to the boy. "Three doors round the corner. 'Tain't number four, though. It's ninety-three." "What's your name?" "Tim Rafferty." "Tim Rafferty! Did anybody ever trust you with a carpetbag?" "I've carried 'em up. But then they mostly goes along, and looks sharp."

Among the belongings in the carpetbag, which was no more having been supplanted by a smart little suit-case marked with her initials was a certificate from the Massachusetts Total Abstinence Society, duly signed by herself, and witnessed by the grammar-school teacher and the secretary of the organization.

And before a hand could be raised to prevent him, he had emptied the contents of the carpetbag upon the table. For a moment his life was in jeopardy. One or two men sprang to their feet, several hands groped for hidden weapons, and a suggestion to "throw him from the window" was only overridden by a gesture from the Judge. Tennessee laughed.

When the carpetbag and Negro governments came in, the policy was continued but without proper safeguards. Bonds were sometimes endorsed before the roads were constructed, and even excess issues were authorized. Bonds were endorsed for some roads of which not a mile was ever built.

The train stopped at Tunbridge as Pen was making these reflections; and he handed over the newspaper to his neighbor, of whom he took leave, while the foreign clergyman in the opposite corner still sate with his eyes on his book. Pen jumped out of the carriage then, his carpetbag in hand, and briskly determined to face his fortune.

You must see that in the painful processes of reconstructing us the carpetbag had its uses. If it went away plethoric with coal and iron and lumber, it left a little gold in its wake. And Peters Brown " "Major," said Caroline in a brave voice, "it killed him, the memory of it and not being able to bring me back to her people.

In Florida the Negro members of the legislature, thinking that they should have a part of the bribe and loot money which their carpetbag masters were said to be receiving, went so far as to appoint what was known as a "smelling committee" to locate the good things and secure a share.
