The two women represent the two Testaments. The Old Testament is Mount Sinai, the bondwoman, Hagar. The Arabians call Mount Sinai Agar. It may be that the similarity of these two names gave Paul his idea for this allegory. As Hagar bore Abraham a son who was not an heir but a servant, so Sinai, the Law, the allegorical Hagar, bore God a carnal and servile people of the Law without promise.

Ishmael, now a boy of fifteen, made a mockery of the event, whereupon Sarah demanded that the son of the bondwoman, her slave, should be expelled from the house, with his mother. Abraham was grieved also, and, by divine counsel, they were both sent away, with some bread and a bottle of water. The water was soon expended in the wilderness of Beersheba, and Hagar sat down in despair and wept.

He took Hagar as a wife, but he treated her as his slave, yea, as Sarah's slave; and as such he gave her to be chastised, for misconduct, by her mistress. Yea, he never placed Ishmael, the son of the bondwoman, on a level with Isaac, the son of the freewoman. If, then, he so regarded Hagar and Ishmael, of course he never considered his other slaves on an equality with himself.

Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar.
