The Navy Department will lay before the committees of the Congress recommendations for a program of authorization of new construction which should be initiated in the fiscal year of 1932. This is the last session of the Seventy-first Congress.
The social agency, public or private, which has had to support or assist the man's family ought to be able to prefer a charge for non-support, and to take out a summons or a warrant and serve it without the wife's being present. The agency should in this case protect itself by securing from the wife a signed affidavit and authorization to act in her behalf.
When he entered his own rooms in order to dress, his mind was made up; and although, during the military exercises that morning, his commands were more abrupt than usual, no one would have suspected that his mind was preoccupied by any unusual trouble. He decided to call upon his superior officer that afternoon to request from him authorization to seek an exchange for Africa.
Such is the new growth of the regular clergy alongside of the secular clergy, the two main branches of the Catholic trunk. Owing to the help, or to the authorization, or to the connivance of the State, inside or outside of its limitations, both clerical bodies, legally or in reality, recover a civil existence, and thus obtain, or at least nearly so, their physical maintenance. And nothing more.
Louis no doubt hoped that the eighteenth-century assembly would be like that of the seventeenth. He could then, by the coalition of the nobles and the clergy against the burghers, or by any other arrangement of two to one, secure authorization either for his loans or for his reforms, as the case might be, and so carry both. But the France of 1789 was not the France of 1614.
This is greatly to be regretted, and I do not hesitate to recommend the authorization of a renewal of that contract, and also that the service may be increased from monthly to semi-monthly trips. The commercial advantages to be gained by a direct line of American steamers to the South American States will far outweigh the expense of the service.
After a circuitous and difficult journey it arrived at Massaua in March 1915, and requested the authorization of the Italian Governor of Erithea, the Marquess Salvago-Raggi, to push on to Adis Abeba, in order to re-establish communications between the German Legation there and the Berlin Foreign Office.
I recommend authorization by Congress to the Postmaster-General and Attorney-General to issue all commissions to officials appointed through their respective Departments. At present these commissions, where appointments are Presidential, are issued by the State Department.
The rays, directed low, were constantly being interrupted by the bodies of the militiamen hurrying back and forth to accomplish some definite task. "What goes on?" inquired Gootes. The officer addressed had two gleaming silver bars on his shoulder. He seemed very young and nervous. "Sorry no one allowed this far without special authorization." "Working press."
In the organization of the volunteer regiments authorized by the act of March 2, 1899, it was found that no provision had been made for chaplains. This omission was doubtless from inadvertence. I recommend the early authorization for the appointment of one chaplain for each of said regiments. These regiments are now in the Philippines, and it is important that immediate action be had.
