I was three different times at the front, spent a week in the field-hospital of the Fifth Army-Corps, and saw for myself how our soldiers ate, drank, slept, worked, and suffered. I shall try not to exaggerate anything, but, on the other hand, I shall not suppress or conceal anything, or smooth anything over.

The War Department decided to remove the Fifth Army-Corps at once from Cuba, and before the middle of August a large part of General Shatter's command was on its way to Montauk Point.

But in order to disguise this real motive, the Emperor appointed M. Fouche governor of the Illyrian provinces in place of Count Bertrand, who was given the command of an army-corps, and was soon after appointed to succeed the adorable General Duroc in the functions of grand marshal of the palace.

He admitted this in relating his adventures, and maintained that smuggling and police service had many points of similarity, since the great art of smuggling was to know how to evade, while that of a spy was to know how to seek. He inspired such terror in the Viennese that he was equal to a whole army-corps in keeping them in subjection.

After endless questions the turnpike-keeper had managed to find his way to the court-house of the army-corps. In view of the above statements, made, not by irresponsible "newspaper correspondents and camp-followers," but by the officers and men of the Fifth Army-Corps, and in view of the confirmation given to them by the commanding general himself in a telegram to the President, it is proper, I think, to press once more the question, Why was the army left for almost a month without suitable tents, without adequate hospital supplies, without camp-kettles, without cooking-utensils, without hammocks, without extra clothing or spare blankets, and with only a limited supply of food?
