It is hardly necessary for me to add what every young officer should know already that too elevated positions are not those to give artillery its greatest effect. Flat or gently-sloping ground is better. The horse-artillery usually maneuvers with the cavalry; but it is well for each army-corps to have its own horse-artillery, to be readily thrown into any desired position.

His Majesty complained bitterly on returning to his headquarters that the order he had sent to General Bernadotte had not been executed, and in consequence of this his corps had taken no part in the battle, and expressed his firm conviction that the victory, which remained in doubt between the Emperor and General Benningsen, would have been decided in favor of the former had a fresh army-corps arrived during the battle, according to the Emperor's calculations.

It was the League in its cradle. At the same time, the king had orders given for a speedy levy of six thousand Swiss, and an army-corps was being formed on the frontiers of Champagne.

Permission had been granted to French officers to take service in this legion. Recruits were also expected from Europe, and twelve hundred Austrians, on the eve of embarking at St. Nazaire, were stopped only by the peremptory interference of the United States.* Various army-corps had been formed, officered by foreigners, among whom were some good French and Austrian officers.

The second day's battle was then in progress; the booming of cannon and the rattle of Krag-Jorgensens could be plainly heard a short distance in advance, and wounded men by the score were coming back in army wagons from the firing line. The First Division hospital of the Fifth Army-Corps was established in the field, about three miles east of Santiago, Wednesday, June 29.

I do not think it necessary to send them North." Almost exactly at the same time when this report was made, General Shafter was telegraphing the War Department that seventy-five per cent. of his command had been disabled by fever, and eight general officers of the Fifth Army-Corps were signing a round-robin in which they declared that if the army were not immediately moved North it "must perish."

Since coming to Congress I have learned more about General Washington, and have been surprised to find what a narrow base his reputation rests on. A fair military officer, who made many blunders, and who never had more men than would make a full army-corps under his command, he got an enormous reputation in Europe because he did not make himself king, as though he ever had a chance of doing it.

To this supreme honor every great lord aspired, every small army-corps acted individually and without concert with the neighboring leaders.

This conclusion is supported and greatly strengthened by the record of another body of men, in a different branch of the service, which spent more time in Cuba than the Fifth Army-Corps spent there, which was subjected to nearly all the local and climatic influences that are said to have wrecked the latter, but which, nevertheless, escaped disease and came back to the United States in perfect health.

Three years after, during the deplorable campaign of Russia, it was announced to the Emperor one day, that the army-corps commanded by the Prince of Schwartzenberg had been destroyed, and that the prince himself had perished; afterwards he found fortunately that these tidings were false, but when they were brought to his Majesty, he exclaimed as if replying to an idea that had long preoccupied him, "Then it was he whom the bad omen threatened."
