Whiston, while he was yet incumbent of Lowestoft, used at daily matins and vespers an abridgment of the prayers approved by Bishop Lloyd. The custom was, however, by no means confined to High Churchmen.

But it is in the Princess's own Memoirs that the curious epopee must be read; and to which a dry abridgment does injustice.

"I have just sent to my brother an abridgment of 'Columbus' to be published immediately, as I find some paltry fellow is pirating an abridgment. Thus every line of life has its depredation. 'There be land rats and water rats, land pirates and water pirates, I mean thieves, as old Shylock says.

It would seem, then, from the provisions of the Thirteenth, Fourteenth, and Fifteenth Amendments to the Constitution, and the Congressional legislation subsequently enacted for the purpose of enforcing them, that not only the absolute personal Freedom of every man, woman, and child in the United States was thus irrevocably decreed; that United States citizenship was clearly defined; that the life, liberty, property, privileges and immunities of all were secured by throwing around them the "equal protection of the laws;" that the right of the United States citizen to vote, was placed beyond denial or abridgment, on "account of race, color, or previous condition of servitude;" but, to make this more certain, the basis of Congressional Representative-apportionment was changed from its former mixed relation, comprehending both persons and "property," so-called, to one of personal numbers the Black man now counting quite as much as the White man, instead of only three-fifths as much; and it was decreed, that, except for crime, any denial to United States citizens, whether Black or White, of the right to vote at any election of Presidential electors, Congressional Representatives, State Governors, Judges, or Legislative members, "shall" work a reduction, proportioned to the extent of such denial, in the Congressional Representation of the State, or States, guilty of it.

For my own part I cannot consent to any abridgment of the rights of American citizens in any respect. The honour and self-respect of the nation is involved. We covet peace, and shall preserve it at any cost but the loss of honor. To forbid our people to exercise their rights for fear we might be called upon to vindicate them would be a deep humiliation, indeed.

The fruit of this labour is the Abridgment of Roman History, in two books, a mere rapid survey of the early period, becoming more diffuse as it nears his own time, and treating the life of Tiberius and the events of which he was the centre with considerable fulness.

These are mere phrases, which explain nothing, and add nothing to our knowledge of the subject; but, considered as abstract names denoting the connexion between the different effects produced and the object which produces them, they are a very powerful instrument of abridgment, and of that acceleration of the process of thought which abridgment accomplishes.

This work also has been continued by Comeyras in 1798-1801, in 9 vols. 8vo. Abrégé de l'Histoire Générale des Voyages. Par La Harpe. 2 vols. 12mo. Paris, 1820. This abridgment is executed with considerable judgment; it is necessarily confined to the most novel and curious parts of the narratives and descriptions. Annales des Voyages. Par Malte Brun. 25 vols. 8vo. Paris, 1814-1817.
