I am afraid we shall never find the right time, or the right place, until the popular revolution becomes strong enough to send here men who will do the public business better than we have done it." In the election of November, 1860, Mr. Lincoln received 1,857,610 votes, and the combined opposition 2,787,780 votes, the successful candidate being in a minority of nearly a million votes.

The receipts in the Treasury from the 1st of October to the 31st day of March last, including the sums received on account of Treasury notes and of the loans authorized by the acts of the last and the preceding sessions of Congress, have amounted to $15,412,000. The expenditures during the same period amounted to $15,920,000, and left in the Treasury on the 1st of April the sum of $1,857,000.

There were 621,754 of these applications allowed, including 60,178 to the soldiers of 1812 and their widows. The total amount paid for pensions since 1861 is $808,624,811.57. The number of new pensions allowed during the year ended June 30, 1886, is 40,857, a larger number than has been allowed in any year save one since 1861.

In 1868, 112 foreign vessels, to the aggregate of 74,054 tons, and Spanish ships to the aggregate of 26,762 tons, entered the port of Manila. Nearly all the first came in ballast, but left with cargoes. The latter both came and left in freight. In 1868 the total exports amounted to $14,013,108; of this England alone accounted for $4,857,000, and the whole of the rest of Europe for only $102,477.

It is satisfactory to note, from the latest statistics, that in 1899 Spain possessed a total of one thousand and thirty-five merchant ships, that in the same year she bought from England alone sixty-seven, and that 17,419 ships, carrying 11,857,674 tons of exports, left Spanish ports for foreign markets.

Financial operations of this kind are, however, I imagine, necessary for all Governments to meet current expenses. To briefly recapitulate Japan's indebtedness and borrowings generally up to the end of March, 1905, these amounted to, in all, £140,045,030, of which sum £38,187,369 has from time to time been paid off, leaving a balance of £101,857,661 owing by the nation.

No less than 30 seats, representing 81,857 votes, were contested only by candidates who professed to be Ministerialists of various shades.

Jersey, Berwick, the Isle of Wight, and the residence of the Scottish commissioners in London were proposed. At first the commissioners expressed a willingness to Papers, ii, App. xl. xli. Journ. The occupations chosen were those in which the number of women workers exceeds one for every thousand of the population. The number of women covered was 857,743, and is just half of all the women engaged in gainful employment in those cities. The seven occupations listed are housekeeper, nursemaid, laundress, saleswoman, teacher, dressmaker and servant.

On a morgen of cultivated land, in an average of 16 years, in plants containing the same mineral elements, silex, lime, and potash, 857 carbon, 26.8 nitrogen.
