The Privy Council became more and more important in the tenth century and especially in the Mongol epoch. Its absence in the early T'ang period gave the military governors much too great freedom, ultimately with baneful results. At first, however, the reforms of A.D. 624 worked well. The administration showed energy, and taxes flowed in. This was much more than the state budget of the Han period.

The government of the Eupatrids was oppressive; and the discontent of the people at length became so serious, that Draco was appointed in 624 B.C. to draw up a written code of laws. They were marked by extreme severity. He affixed the penalty of death to all crimes alike; to petty thefts, for instance, as well as to sacrilege and murder.

In two years 624 new companies were projected. That masterpiece of fiction, "the Prospectus,"* diffused its gorgeous light far and near, lit up the dark mine, and showed the minerals shining and the jewels peeping; shone broad over the smiling fields, soon to be plowed, reaped, and mowed by machinery; and even illumined the depths of the sea, whence the buried treasures of ancient and modern times were about to be recovered by the Diving-bell Company.

In A.D. 624, it was recognized as a state religion, and the hierarchy of priests was officially established. At this date there were 46 temples and monasteries, with 816 monks and 569 nuns.

In the twenty-two counties of England in which there is from one to two hectares to each inhabitant, or from 129 to 259 on the square mile, beginning, therefore, with Huntingdonshire, and ending with Worcestershire, the whole number of marriages during ten years will be found to amount to 379,624, and the whole number of the births during the same term to 1,545,549 or 407 1/10 births to 100 marriages!

In order to prevent irregularities, the T'ang renewed the old "pao-chia" system, as a part of a general reform of the administration in 624. In this system groups of five families were collectively responsible for the payment of taxes, the corvée, for crimes committed by individuals within one group, and for loans from state agencies.
