A revolution, indeed, went on at Athens, from the time of Solon to the time of Kleisthenes, which essentially modified the old tribal divisions and admitted to the franchise all such families resident from time immemorial as did not belong to the tribes of eupatrids by whom the city was founded.

Hitherto the eupatrids and the people, though ever in dispute, had not been absolutely and totally divided; the struggles of either faction being headed by nobles, scarcely permitted to the democracy the perilous advantage of the cry that the people were on one side, and the nobles on the other.

But Thucydides, seeking to render his party as strong, as compact, and as united as possible, brought the main bulk of the eupatrids to act together in one body. The means by which he pursued and attained this object are not very clearly narrated; but it was probably by the formation of a political club a species of social combination, which afterward became very common to all classes in Athens.

The people gained nothing by the written code, except a more perfect knowledge of its severity; and civil dissensions prevailed as extensively as before. Having collected a considerable force, he seized the Acropolis; but he did not meet with support from the great mass of the people, and he soon found himself closely blockaded by the forces of the Eupatrids.

If among the Eupatrids, the Well Born, there is less love in wedlock, less quiet happiness at home, still they are less chained each to each, they have more independence, both the woman and the man, and occupations and the solace without can be so easily obtained!

The government of the Eupatrids was oppressive; and the discontent of the people at length became so serious, that Draco was appointed in 624 B.C. to draw up a written code of laws. They were marked by extreme severity. He affixed the penalty of death to all crimes alike; to petty thefts, for instance, as well as to sacrilege and murder.

Their hard treatment of debtors, many of whom were deprived of their liberty, had stirred up a serious conflict between the people and their masters. A rebellion, led by Cylon, one of the Eupatrids, was put down, and punished by means involving treachery and sacrilege. The insurgents were slain clinging to the altars of the gods, where they had taken refuge.

Thucydides, their new champion, united with natural gifts whatever advantage might result from the memory of Cimon; and his connexion with that distinguished warrior, to whom he was brother-in-law, served to keep together the various partisans of the faction, and retain to the eupatrids something of the respect and enthusiasm which the services of Cimon could not fail to command, even among the democracy.

As in England the more ancient of the nobles are often found in the popular ranks, so in the Grecian states many of the Eupatrids headed the democratic party.
