All know how, in Article 428 of the treaty, it is laid down, as a guarantee of the execution of the treaty terms on the part of Germany, or rather as a more extended military guarantee for France, that German territory on the west bank of the Rhine and the bridgeheads are to be occupied by allied and associated troops for fifteen years, methods and regulations for such occupation following in Articles 429 and 432.

The slaves were reported at 86,546 in 1734; 112,428 in 1744; 166,914 in 1768; and 210,894 in 1787. In addition there were at the last date some 10,000 negroes legally free, and 1400 maroons or escaped slaves dwelling permanently in the mountain fastnesses. The number of sugar plantations was 651 in 1768, and 767 in 1791; and they contained about three-fifths of all the slaves on the island.

The part of the country in which the greatest proportion of Episcopalian Protestants was to be found was Ulster, and there they were only 20 per cent. of the people, while in Munster and Connacht they were only 5 and 4 per cent. respectively. In 199 out of 2,428 parishes in Ireland there was not a single member of the Established Church.

The vote stood 106,909 ayes, 81,481 noes, a majority of 25,428 votes on the amendment and of 9,791 over the total vote cast at the election.

M. Tardieu himself tells the story of all the efforts made, especially by Lloyd George and Bonar Law, to prevent the blunder which later on was endorsed in the treaty as Article 428. Lloyd George went so far as to complain of political intrigues for creating disorder on the Rhine. But Clemenceau took care to put the question in such a form that no discussion was possible.

Such a computation shows that the United States fared much better than any one of the other governments, the average sum received by each claimant being £428 11s. 5d., as compared with £150 15s. for Germany; £142 17s. 1d. for Russia; £133 18s. 6d. for Austria-Hungary; £133 6s. 8d. for Belgium; £125 for Norway and Sweden; and £106 3s. 10d. for Italy.

In 1834, the sum of a hundred and sixty-five thousand pounds had been accumulated in the Savings Bank by 5,942 depositors; and in 1874, four hundred and seventy-two thousand pounds had been accumulated by 14,792 depositors, out of a total population of 85,428.

Hence all who are in hell are in the lust, lasciviousness, and immodesty of adulterous love, and shun and dread the chastity and modesty of conjugial love; see above, n. 428. From these considerations it may be seen, that those two loves, adulterous and conjugial, are opposed to each other, as hell is to heaven, and heaven to hell.

Chief among the founders in the West was Benedict, who in 428 A. D. founded a monastery on Monte Cassino, near Naples.
