History tells us that eight bags of cotton imported into England in 1784 were seized by the custom-house officers at Liverpool, on the ground that so much cotton could not have been produced in these States. In 1860, the cotton-crop was estimated at 3,851,481 bales.
The increased cost of transportation, growing out of the expansion of the service required by Congress, explains this rapid augmentation of the expenditures.
