History tells us that eight bags of cotton imported into England in 1784 were seized by the custom-house officers at Liverpool, on the ground that so much cotton could not have been produced in these States. In 1860, the cotton-crop was estimated at 3,851,481 bales.

The increased cost of transportation, growing out of the expansion of the service required by Congress, explains this rapid augmentation of the expenditures. It is gratifying, however, to observe an increase of receipts for the year ending on the 30th of June, 1859, equal to $481,691.21 compared with those in the year ending on the 30th June, 1858.

As at Constantinople, A. D. 381, and Chalcedon, A. The deficiency in the Department for the previous year was $4,551,966.98. For the last fiscal year it was reduced to $2,112,814.57.
