She spent over £20 millions on the military services in 1914-15. In 1915-16 she spent £21.8 millions. In 1916-17 her military budget had risen to £12 millions, and it will probably be exceeded, as was the budget of the preceding year by £1-2/3 million.

Only one other event of importance occurred on the east front during the winter of 1915-16. General Russky, commanding the Russian forces fighting before Riga and Dvinsk and in the Dvina-Vilia sector, was forced by illness to retire from his command.

The Italian liner Ancona was torpedoed on November 7th in the Mediterranean Sea by an Austro-Hungarian submarine and went down before all the passengers could succeed in escaping; many lives were lost, American citizens being among them.

Before attempting to analyze them, however, it may not be amiss to remark that during the French press campaign conducted in the years 1915-16, with the object of determining the Tokio Cabinet to take part in the military operations in Europe, the question of motive was discussed with a degree of tactlessness which it is difficult to account for.
