They cannot point, as a proof of an assertion made by Professor Tiele, 1885-86, to words of mine which did not see the light till 1887, in Myth, Ritual, and Religion, i. pp. 24, 43, 44. Not that I deny Professor Tiele's statement about my claim of his alliance before 1885-86. I merely ask for a reference to this claim.
In approaching this question we shall be helped if we keep before us a description of the way in which some one statesman has, in fact, thought of a great constitutional problem. Take, for instance, the indications which Mr. Morley gives of the thinking done by Gladstone on Home Rule during the autumn and winter of 1885-86.
Of all the appalling sights that an ordinary lifetime on the range affords, there is nothing to compare with the suffering and death that were daily witnessed during the month of January in the winter of 1885-86. I remained on the range, and left men at winter camps on every pasture in which we had stock, yet we were powerless to relieve the drifting cattle.
The above estimate of the Agricultural Department rests chiefly on the statements of the cultivators, and has not been adequately tested by experiment. Since the appearance of the potato disease in 1885-86 there has been a great decrease in the area under potato cultivation. In 1881-82 the exports of potatoes from the district were as high as 126,981 maunds.

At the same time, while being excluded from soil which had been national property, the working and farming class were subjected to either neglect or onerous laws.
The season of 1885-86 has been an exceptionally mild winter in the Persian capital. Up to Christmas the weather was clear and bracing, sufficiently cool to be comfortable in the daytime, and with crisp, frosty weather at night.
The exports advanced from 1,980,441 francs in 1885-86 to 50,488,394 francs in 1901-02, mainly owing to the immense trade in rubber, of which more anon; the imports from 9,175,103 francs in 1893 to 23,102,064 in 19O1-O2 . Far more important is the moral gain which has resulted from the suppression of the slave-trade over a large part of the State. On this point we may quote the testimony of Mr.
"Oh, it's fine practice," protested Dell, as he dismounted and kicked the dead wolf. "Did you notice my throw? If it was an inch, it was thirty feet!" In its severity, the winter of 1885-86 stands alone in range cattle history. It came rather early, but proved to be the pivotal trial in the lives of Dell and Joel Wells.
After holding the offices of Pres. of the Board of Trade, Colonial Sec., and Chancellor of the Exchequer, he attained the position of Prime Minister, which he held four times 1868-74, 1880-85, 1885-86, and 1892-93.
Upon their return to Germany the MacDowells moved from Frankfort to Wiesbaden, where they spent the winter of 1885-86, living in a small pension.
