Petersburg on July 12th, 1822, under the mediation of the late Emperor Alexander, have been carried into effect by a subsequent convention, concluded at London on November 13th, 1826, the ratifications of which were exchanged at that place on February 6th, 1827. A copy of the proclamations issued on March 19th, 1827, publishing this convention, is herewith communicated to Congress.
The manufacture of sugar has also been tried on the island, but although the cane succeeds uncommonly well, the expense of conveying it to Funchal, together with that of the process of extracting the juice, and the want of skill in granulation, has rendered the experiment too costly, it being found that Brazilian sugar can be had cheaper than the native production. His successor in the Fortieth Congress is Joseph J. Gravelly. MICHAEL C. KERR was born in Titusville, Pennsylvania, March 15, 1827. He was left an orphan at the age of twelve years, and through his own exertions obtained an academical education. He taught school for a time, and, in 1851, graduated in the Law Department of the University of Louisville, and soon after located in New Albany, Indiana.

Mortimer Collins, a contemporary, but no relation of these, whose poems have already been mentioned, was born in 1827 and died in 1876, the last twenty years of his life having been occupied by various and voluminous literary work.

In 1827 Sturt made one of the greatest discoveries of this century or at least one of the most useful for his countrymen that of the River Darling, the great western artery of the river system of New South Wales, and what is now South-western Queensland. In another expedition, in 1832, Sturt traced the Murrumbidgee River, discovered by Oxley, in boats into what he called the Murray.
Constable's affairs, however, rendered it impossible longer to conceal the authorship, which was revealed by Sir Walter, at the anniversary dinner of the Edinburgh Theatrical Fund, in February, 1827.
