In June, 1788, the contest ended; and, although Rhode Island and North Carolina remained unreconciled, the other eleven States proceeded to set up the new government. In the winter of 1789, in accordance with a vote of the Congress of the Confederation, the States chose electors and senators, and the people voted for representatives.
Feb. 6, 1788, the enthusiastic people of Boston knew that the convention, by a vote of 187 to 167, had ratified the Constitution; the amendments being added, not as a condition, but as a suggestion. Maryland, South Carolina, and New Hampshire brought the number up to nine. Before the ninth ratification was known, the fight had been won also in Virginia.
In Massachusetts in the fall of 1786 concerted violence prevented the courts from sitting; and an organized force of insurgents under Captain Shays threatened to destroy the State government. As a speaker in the Massachusetts convention of 1788 said, "People took up arms; and then if you went to speak to them you had the musket of death presented to your breast.
In 1788 Casanova published the history of his famous flight from "The Leads". An article on this book appeared in the German 'Litteratur-Zeitung', 29th June 1789: "As soon as the history was published and while it was exciting much interest among us and among our neighbors, it was seen that other attempts at flight from prisons would make their appearance.
In the same year he pub. his famous treatise On the Sublime and Beautiful, which attracted universal attention, and three years later he projected with Dodsley the publisher The Annual Register, for which he continued to write the yearly Survey of Events until 1788.
Sevier was the natural leader of the Holston riflemen in such a war; and the bands of frontiersmen insisted that he should take the command whenever it was possible. Sevier swam well in troubled waters, and he profited by the storm he had done so much to raise. Again and again during the summer of 1788 he led his bands of wild horsemen on forays against the Cherokee towns, and always with success.
Later, in the 1788 edition of the Custumale, we read that it had been again sold, not many years before, at Louvain, for 2,000 florins. It came back to England afterwards and, at the sale of the Rev. Theodore Williams in April, 1827, passed into the famous collection of Sir Thomas Phillipps for £189.
The resolutions of Congress of the 7th of May, 1787, and 24th of June, 1788, relative to the settlement of accounts between the United States and individual states, will show the extent of the powers of the Continental Commissioners, and will serve to explain the opinions in such of the preceding cases as may appear to require farther illustration."

The official reports of his speeches in that assemblage were always declared to be inferior in "strength and beauty" to those actually made by him there.

The first edition, published in 1788, was followed by a second in 1791, and a third in 1796. To make it still more attractive, Mr. Johnson engaged Blake, whom he was then befriending, to illustrate it.
