This abuse was remedied by the appointment of the heads of the three Tokugawa families to the post of ministers, and for a time Sadanobu received loyal and efficient support from his colleagues. The series of calamities which commenced with the tempests, floods, and famines of 1788 culminated in a fire such as never previously had swept Kyoto.

This the Continental Congress did in September, 1788, by ordering that the electors should be chosen on the first Wednesday in January, 1789, that they should meet and vote for President on the first Wednesday in February, and that the new Congress should meet at New York on the first Wednesday in March, which happened to be the fourth day of the month.

It appeared from the privy council report, that from 1698 to 1730 the decrease was three and a-half per cent.; from 1730 to 1755 it was two and a-half per cent.; from 1755 to 1768 it was lessened to one and three-quarters; and from 1768 to 1788 it was not more than one per cent.

I went out in the morning of the 23d, to survey the west side of Sydney-Bay, in the course of which, I found most of the bones belonging to the body of one of the men who were drowned on the 6th of August, 1788: I brought them to the settlement, where they were interred.

The old chief's son Pierre Thoma, jr, wedded an Indian maiden named Marie Joseph, and his daughter Marie Belanger married Pierre Kesit. The younger Pierre Thoma was most probably his father's successor as chief of the Maliseets. At any rate when Frederick Dibblee made a return of the native Indians settled at Meductic in 1788 he includes in his list Governor Thoma, his wife and four children.

The Times in the numbering of its days, is in its 64th year, but has not really reached its grand climacteric, for its three years of infancy passed under the name of The Universal Register, it having only received its present appellation in the opening of 1788. The Morning Advertiser is wearing away its 54th year. The Public Ledger, commenced in 1759, or 1760, is however, the oldest Daily Paper.

Dumont, born at Geneva in 1759, had become a Protestant minister; he was afterwards tutor to Shelburne's son, and in 1788 visited Paris with Romilly and made acquaintance with Mirabeau. Romilly showed Dumont some of Bentham's papers written in French. Dumont offered to rewrite and to superintend their publication.

In 1777 he became, in his turn, a dissenting minister; until, with reading and fresh acquaintances ever widening his views, gradually his profession became distasteful to him, and in 1788, on quitting Beaconsfield, he proposed opening a school. His Life of Lord Chatham, however, gained notice, and he was led to other political writing, and so became launched on a literary career.
