Once again, the North American Bahá’í community was summoned to assume a demanding responsibility, one that essentially built upon and developed the achievements of the earlier Plan. The great difference, however, was that several other Bahá’í communities were now in a position to participate. Already in 1938, the Bahá’ís of India, Pakistan and Burma had set out on a plan of their own.

We are engaged in a continuing dialogue with the Pakistan government concerning its development and security requirements and the economic burden imposed by Afghan refugees who have fled to Pakistan. We are participating with other aid consortium members in debt rescheduling and will continue to cooperate through the UNHCR in providing refugee assistance.

Change must come is coming fast. Just in the years I have been President, 12 free nations, with more than 600 million people, have become independent: Burma, Indonesia, the Philippines, Korea, Israel, Libya, India, Pakistan and Ceylon, and the three Associated States of Indo-China, now members of the French Union.

For a while, they talked about the building they had just finished exploring, then drifted into reminiscences of their work on Terra von Ohlmhorst's in Asia Minor, with the Hittite Empire, and hers in Pakistan, excavating the cities of the Harappa Civilization.

Recent agreements between Turkey and Pakistan have laid a foundation for increased strength in the Middle East. With our understanding support, Egypt and Britain, Yugoslavia and Italy, Britain and Iran have resolved dangerous differences. The security of the Mediterranean has been enhanced by an alliance among Greece, Turkey and Yugoslavia.

In the months ahead, I will pursue our security strategy with old allies in Asia and Europe, and new partners from Africa to India and Pakistan, from South America to China. And from Belfast to Korea to the Middle East, America will continue to stand with those who stand for peace. Finally, it's long past time to make good on our debt to the United Nations.

Nor should mention be omitted in this brief survey of Bahá’í victories and achievements in the course of the closing year of the second phase of the Ten-Year Plan of the establishment of a Bahá’í Publishing Trust in India; of the establishment of over thirty new centers and fifteen Assemblies in India, Pákistán and Burma; of the purchase of some of the holy sites blessed by the footsteps of Bahá’u’lláh in Adrianople, the Land of Mystery and the scene of the proclamation of His Message; of the holding of the first Bahá’í Summer School in Central Africa, in Kobuka, Uganda, attended by about one hundred African and white believers and representatives of no less than twenty-eight Bahá’í local Assemblies; of the convocation of the first historic All-France Teaching Conference, the first fruit of the combined labors of the believers of about thirty centers already established throughout the length and breadth of that country; of the setting apart of a plot to serve as a burial-ground for the members of the Bahá’í community in Tripoli, Libya and in the capital of Tanganyika; of the purchase of land for the establishment of a Bahá’í Summer School in ‘Iráq; of the extension to the Bahá’í women in Egypt of the right to be elected to the Egyptian Bahá’í National Spiritual Assembly as well as to participate as delegates in the National Bahá’í Convention; of the purchase, in an island near Muara Siberut, Mentawei Islands, of a plot supplementing the Bahá’í endowment established in Jakarta, the Indonesian capital; of the pushing of the northern outpost of the Faith in Alaska to Point Barrow beyond the Arctic Circle; of the initiation of auxiliary plans for the promotion of the Faith in the Seychelles Islands and in the Sudan; and of the arrival of a pioneer in Praslin Island forming a part of the Seychelles group.

The United States will take action consistent with our own laws to assist Pakistan in resisting any outside aggression. And I'm asking the Congress specifically to reaffirm this agreement. I'm also working, along with the leaders of other nations, to provide additional military and economic aid for Pakistan. That request will come to you in just a few days.

We seek a South Asia comprising sovereign and stable states, free of outside interference, which can strengthen their political institutions according to their own national genius and can develop their economies for the betterment of their people. The Soviet invasion of Afghanistan has posed a new challenge to this region, and particularly to neighboring Pakistan.

Here again, United States efforts can in large part be credited with keeping hundreds of thousands of people alive. Another major international relief effort has been mounted in Pakistan.
