Immediate attention should be focused on the multiplication of such institutions in areas where these National Spiritual Assemblies are to be established in the near future, such as South and Central America, the Arabian Peninsula, Southeast Asia, Pákistán, Alaska, Japan, New Zealand, Scandinavia and Finland, the Benelux countries, the Iberian Peninsula and France, as well as those territories in which national assemblies are to be established at a later stage in the course of the unfoldment of the present phase of the Plan, and the date of the formation of which will, to a large extent, depend on the rapidity with which these local assemblies are formed.
We are engaged in a continuing dialogue with the Pakistan government concerning its development and security requirements and the economic burden imposed by Afghan refugees who have fled to Pakistan. We are participating with other aid consortium members in debt rescheduling and will continue to cooperate through the UNHCR in providing refugee assistance.

In the last year, the free world has seen major gains for the system of collective security: the accession to the North Atlantic Treaty Organization and Western European Union of the sovereign Federal German Republic; the developing cooperation under the Southeast Asia Collective Defense Treaty; and the formation in the Middle East of the Baghdad Pact among Turkey, Iraq, Iran, Pakistan and the United Kingdom.

We should be proud of America's role in bringing the Middle East closer than ever to a comprehensive peace; building peace in Northern Ireland; working for peace in East Timor and Africa; promoting reconciliation between Greece and Turkey and in Cyprus; working to defuse crises between India and Pakistan; defending human rights and religious freedom.
To these memorable chapters of Asian Bahá’í history another was soon added, on the morrow of the ascension of the Center of Bahá’u’lláh’s Covenant, and during the initial epoch of the Formative Age of the Faith, distinguished by the rise of the Administrative Order and the erection of its pillars in the cradle of that Faith, in ‘Iráq, in India, Pákistán and Burma and in the Antipodes.

These National Spiritual Assemblies, representing no less than forty-two territories will be established in four continents of the globe. Four will be in Asia: in Japan, in Pákistán, in the Arabian Peninsula and in South-East Asia. Three will be in Europe: in Scandinavia and Finland, in the Benelux countries and in the Iberian Peninsula.
