A broad new road to the pier was cut and metalled, but no one uses it. The fishing village of Mulranney, with its perfect appointments, would not in twelve months furnish you with one poor herring. The pier of Killybegs would probably be just as useful to the neighbourhood. The Dublin Nationalist prints make some show of fight, but the people heed them not.

To them more than to any other of the revolutionary parties the great heresy of Federalism was most odious; and if I were a faithful follower of the Jacobin model, I should have least patience with nationalist sentiment whether in Ireland, Scotland, or Wales, and should most rigorously insist on that cast-iron incorporation which, as it happens, in the case of Ireland I believe to be equally hopeless and undesirable.

I know that most of the Nationalist leaders justify the employment of these methods on the ground that, in their opinion, the constitutional reforms they advocate are a condition precedent to industrial progress.

As for seditious propaganda, new legislation enabled Lord Kitchener to deal with it in summary fashion. Practically all the nationalist papers were suppressed, while the nationalist leaders were imprisoned, interned, or exiled. In fact, the British Government did its best to distract attention everywhere from Egypt, the British press co-operating loyally by labelling the subject taboo.

"If the experiment had been proved to work with the harmony of classes and the broad-mindedness of patriotism, of which the Land Conference had set the example, the end of the quinquennial period would have found all Ireland and all England ready with a heart and a half for 'the larger policy. There would even have been advantages which no thoughtful Irish Nationalist will ignore, in accustoming our people to habits of self-government by a probationary period of smaller powers and of substantial premiums upon self-restraint."

Accordingly, the rulers of the world, momentarily terrified, were able to recover power by fomenting the enmities inherent in the nationalist idea, and everywhere, after a very brief triumph, the revolution ended in war and reaction.

Ulster never would consent to bandage her own eyes in similar fashion, or to plug her ears with wool. The "two voices" of Nationalist leaders, from Mr. Parnell to Mr. Dillon, were equally audible to her; and, of the two, she was certain that the true aim of Nationalist policy was expressed by the one whose tone was disloyal to the British Empire.

"The French Ideal," writes the Nationalist Tekin Alp in Thoughts on the Nature and Plan of a Greater Turkey, "is in contradiction to the needs and conditions of the age." By contrast, "the Turkish national movement does not exhibit the failings of the earlier movements. It is in every way adapted to the intellectual standard and feelings of the nation.
