While all this was occurring in Buenos Aires, strong Royalist sympathies continued to prevail in the provinces. Montevideo, too, showed itself hostile to the new Government. Operations were now begun against the Spanish troops in Uruguay. These were conducted by Belgrano, and in a very short time practically the entirety of the province was in the hands of the revolutionists. Still, his "shortest way" to Montevideo continued to puzzle me considerably.
