Enver Pasha and the Committee were amply justified in straining the resources of the Ottoman Empire to cracking-point, not merely to retain Constantinople but also to recover Adrianople and a territory in Europe large enough to bulk as Roum. Nothing that happened in that war made so greatly for the continuation of the old order in Asiatic Turkey as the reoccupation of Adrianople.

'You are perhaps aware, continued Henkel, 'that the Turkish Government has decided upon this step as a response to the bombardment of unfortified places by your fleet. If Turkish civilians are to be killed, it is only fair that enemy civilians should share their fate. 'Enver Bey seems to have learnt his German pretty thoroughly, put in Roy sarcastically.

Their withdrawal, of course, was hailed with a peacock scream of pride by that enlightened body under Talaat and Enver, called the New Turkish party of Progress, for their presence was a bar to the Turkish notions of civilisation, in that their influence made for humanity, and health and education.

That was perfectly true, but the period of temporisation was nearly over, and by mid-October Turkey had something like 800,000 men under arms, and for nine weeks Enver Pasha had had his signed treaty with Germany in his pocket. Possibly this diplomatic procrastination was useful to us, for it enabled us to bring troops from India in security, and send others to Egypt.

Sometimes, as happened at Erzerum, the Vali in question, not having the broad out-look of Enver, or quaintly and curiously having a womanish objection to the national duty of flogging men to death and giving over young girls to a barbarous soldiery, remonstrated with the authorities, or even refused to obey orders.

I mentioned his name to you this morning. It was he who got me away into Greece when my father was arrested. 'Of course. I remember now. But this is a most extraordinary coincidence to find him on that tramp. 'Not so much so as you might think, sir. You see he is known to be no friend to Enver Bey and the Young Turks. He was in danger of arrest, so he took the first opportunity of clearing out.

Again in this case, as in that of the proposal of Enver Pasha to send a large number of allied citizens to the bombardment area of Gallipoli as a reprisal, it was Mr. Morgenthau, the American Ambassador at Constantinople, who followed up his protest by real action. He threw himself heart and soul into the work of softening the lot of the unfortunate Armenians.

The Mutessarif of Mush, an intimate friend of Enver Pasha, had openly declared that 'at an opportune moment' the slaughter of the whole Armenian race was contemplated, and later Ekran Bey corroborated this in the presence of the American and German Consuls.

The obstinate and successful defence of the Chataldja lines and the subsequent recovery of eastern Thrace with Adrianople, the first European seat of the Osmanlis, had almost effaced the sense of Osmanli disgrace, and stood to the general credit of the Committee and the individual credit of its military leader, Enver Bey.

He was going over to Adramyti on the Asiatic side, so as to get out of it all. 'I see. Well, did he tell you anything useful? 'He did, sir. You have heard that Enver Bey has informed our Chief Command that he intends to send French and British subjects to Gallipoli, so that they will be the first sufferers when we bombard the place.
