Miss Wright had entire charge of the office work, publicity, organization, etc. The special session met on September 9 and the Governor sent a strong message calling for ratification. The railway from Boston to Albany may be divided into four sections, of which the several lengths and corresponding maximum grades are as tabulated. And the saving of miles run is therefore 660 less 200, or 460; and if 500 tons pass over the road daily, the annual saving of mileage becomes 460 by 313, or 143,980, or 70 per cent. of the whole.

This force included about 2,000 English and 7,000 Indian troops, many being on the sick list.

We were shown at once into a clean room, and were soon surrounded by bustle and preparation for our comfort. There are but 143 inhabitants, of whom six four men and two women have goitres. We had been previously informed that the whole town was goitrous. There were three deaf-mutes, but no idiots, in the town.

Contemporary accounts of the nature of obligation will be found in the International Journal of Ethics, vol. 22, p. 282; vol. 23, pp. 143, 323. A discussion of the motto, "The end justifies the means" will be found in F. Paulsen's System of Ethics, book II, and chap. I, sec. 4. The justification of justice is treated in J. S. Mill's Utilitarianism, chap. Wherein consists goodness of character?

Take another case, where Captain Anderson captured a train of convalescent unarmed Union soldiers in North Missouri, and placed them in line and shot every one of them. Shortly afterwards Colonel Johnson, of the Missouri State Militia, who was following Anderson, came up. Anderson attacked, this militia command of 160 men and killed 143, only seventeen getting away.
