The first and most necessary point in order to insure not merely the punishment of the guilty, but also that the people of China should not have cause to suppose that their rulers secretly sympathized with the authors of the attack, was that no punitive measures should be undertaken, or, if undertaken, recognized, until a special Commission of Inquiry had been appointed to investigate the circumstances on the spot.

Along the Euphrates, where British troops had held certain positions ever since 1915, there was also an almost entire lack of activity, except that occasional small and entirely local punitive expeditions became necessary in order to hold in hand the Arab tribes of the neighborhood.

I need only say that, instead of revolting simultaneously, one village rose after another, and the Turkish forces rode round, burning and pillaging in the usual fashion of punitive expeditions.

The death of Ananias was not inflicted by Peter, 'Hearing these words' he 'fell down and' died. Surely that expression suggests that the stern words had struck at his life, and that his death was the result of the agitation of shame and guilt which they excited. That does not at all conflict with regarding his death as a punitive divine act.

As a result of this action Villa began a series of attacks on American citizens and raids across the border, which in March, 1916, compelled the President to send a punitive expedition into Mexico and later to dispatch most of the regular army and large bodies of militia to the border. The raids of Villa created a very awkward situation.

An imperfect conception of who Jesus is takes the meaning and the power out of all His life, but, most of all, impoverishes the infinite preciousness of His Death. The charge of silence contrasts singularly with the former employment of the Apostles as heralds of Jesus. The silence was partly punitive and partly prudential.

Sadly He looked on the eager multitudes, because He looked through them, and saw how few of them were bringing 'an honest and good heart' for the soil of His word. Every parable has that double purpose of obscuring and revealing. The obscuring is punitive, but the punishment is meant to be remedial.

At the same time it provided, curiously, that their children already born or yet to be born were to be the company's slaves. It was proposed at one time by some of the inhabitants, and again by Governor Stuyvesant, that negroes be armed with tomahawks and sent in punitive expeditions against the Indians, but nothing seems to have come of that.

When Parliament met, it was instantly made clear that the sole idea controlling King, Cabinet, and the majority of Members was to bring the Massachusetts colonists to their senses by severe punitive legislation. The Whig opposition did not attempt to defend the destruction of the tea; but it spared no effort to make the Ministers see the folly of striking at effects and ignoring causes.

Nevertheless, it is essential to improve the methods for reaching agreement between labor and management and to reduce the number of strikes and lockouts. We must not, however, adopt punitive legislation. We must not in order to punish a few labor leaders, pass vindictive laws which will restrict the proper rights of the rank and file of labor.
