In the social field the Company had recognized that homes, children and family life make for stability and now steps were taken to do something about it. It developed into one of the original Virginia shires in 1634. This shire, a decade later, became a county. James City County continues as the oldest governing unit in English America. Jamestown was its chief seat, Virginia's capital town and the principal center of the Colony's social and political life.
Henry Fleet, the colony's interpreter, and sixty men, to go out and try to make a peace with Opechancanough. If they could not make such a peace, they were to erect a fort on the Rappahannock River or between it and the York. The "break" in the war came with the daring capture of Opechancanough himself by Governor Berkeley.
