The power that controls the political tendencies of Austria is that of the mass of the bureaucracy; consequently, looking at the proportion of Bohemian to other employes in the departments of public service, the influence exercised by this singularly sagacious people, over the destinies of the monarchy, may be duly appreciated.
For this and other reasons thousands of men in Canton wear horn-rimmed spectacles, look wise, and discuss mundane affairs in a manner brooking no contention. The literary bureaucracy of Canton wields a mighty influence in the affairs of the nation, it is insisted. Once every three years Canton teems with men, young and old, who have gathered to compete for academic degrees.
The wind which was blowing from the heights of Russian bureaucracy was decidedly unfavorable to the Jews. The belated coronation of Alexander III., which took place in May, 1883, and, in accordance with Russian tradition, brought, in the form of an imperial manifesto, various privileges and alleviations for different sections of the Russian population, left the Jews severely alone.
Unless their function is correctly defined they will tend to pass on the facts they think appropriate, and to pass down the decisions they approve. They will tend, in short, to become a bureaucracy. The only institutional safeguard is to separate as absolutely as it is possible to do so the staff which executes from the staff which investigates.
To the candidates for vice-regal favors, their smiles were fortune, and their frowns were fate. The Governor was a hostage in the keeping of the bureaucracy, and the people were but serfs. Christie's History of Lower Canada, vol. 1, page 347.
Having got their land, and being ignorant of affairs outside their own neighbourhood, they wish their own village to be independent, and would resent the demands of any Government whatever. Within the Communist Party there are, of course, as always in a bureaucracy, different factions, though hitherto the external pressure has prevented disunion.
With all its virtues, the bureaucracy of the Colonial Office did not understand the government of colonies such as Canada; and where colonial secretaries had the ability and will, they had not knowledge sufficient to lead them into paths at once democratic and imperial. Even Grey relapsed on occasion from the optimism which empire demands of its statesmen.
They perish because of the hard class and caste lines that grow out of economic contradictions; because of the development of a social pyramid, layer above layer, until the summit is reached where there is standing room for only a few. Competent, talented persons may rise from level to level in this pyramid. A political and social bureaucracy develops which feeds at the public trough.
In spite of the tragic price paid in the Punjab for demonstrating the danger of unrestrained power in the hands of a foreign bureaucracy and the inhumanity of spirit by which tyranny in a panic will seek to save itself, we stand just where we were before, at the mercy of the Executive in respect of all our fundamental liberties.
We can easily understand that the man who wrote this would be called a liberal by many of his neighbours; what he wanted, however, was a reform which would give life, permanency, and independence to an institution which like everything else was gradually falling before the inroads of the dominant bureaucracy. The same year he was appointed to the position of Inspector of Dykes for Jerichow.
