The governing class in Russia, indeed, has not only been inspired by German ideas, it has been largely recruited from men of German stock; and it has manifested all the contempt and hatred which is characteristic of the German bureaucracy for the ideals of democracy, liberty, and free thought.
But it is not a question of money; that is a contemptible suggestion. Nor is it a question of bureaucracy. It is a simple, reasonable, entirely practical demand of the historic sentiment of patriotism which still warms the hearts and inspires the souls of Massachusetts men. Debate has been defined as the oral presentation of argument under conditions that allow both sides to be heard.
But he soon found that, if slow to thank, they were prompt to blame, and that with no light hand nor disposition to make allowances. He had run his head against various regulations of the bureaucracy; and this let him know, with all the amenities of official censure, that if they could not recognize what he had done well, they were perfectly clear-sighted as to where he had gone wrong.
The same bureaucracy which halted the march of the "great reforms" for the country at large was not inclined to allow even minor reforms when affecting the Jews only. Even the former desire for a "graded" and partial amelioration of the position of the Jews had vanished.

Nor is bitterness confined to wild language in or out of parliament.
The heads of departments cannot satisfactorily be put up for the defence; but a parliamentary head connected by close ties with the ministry is a protecting machine. Party organisation ensures the provision of such parliamentary heads. The alternative provided in America involves changing not only the head but the whole bureaucracy with each change of government.
The Dragoman of the Fleet wielded the fiscal, and thereby in effect the political, authority over the Greek islands in the Aegean; but this was not the highest power to which the new Greek bureaucracy attained.
For Austria this period was bound up with the name of Metternich, who personified the old hide-bound methods of the bureaucracy, the diplomacy of a past age, to which the nations were mere pawns on a chessboard. Under him the "Police-State" assumed its most perfect form, a form not even surpassed by Russia from 1881 to 1905. Then came the year 1848, when the dams burst.
