The above two provisions practically conferred on the Bakufu the power of not only appointing the regent and ministers of State but also of keeping them in office. For, as the law had been framed in Yedo, in Yedo also was vested competence to judge the ability or disability of a candidate.
He not only dismissed all those so employed, but also banished them from Yedo and forbade any feudal chief to harbour them. Another incident, not without influence, was connected with the survey of the Japanese coast by a Spanish mariner and a Franciscan friar.
This was done by the priests of Kofukuji, in Yamashiro. In the year 1660 the same expedient was resorted to in Yedo, and the custom of getting up wrestling-matches for the benefit of temple funds holds good to this day. There can be no doubt, that in choosing Yedo for his capital, Ieyasu was largely guided by the example of Yoritomo and by the experience of the Ashikaga. Kamakura had been a success as signal as Muromachi had been a failure. In the former, Ieyasu had much to imitate; in the latter, much to avoid.
In June, 1620, Kazuko, daughter of Hidetada, became first lady-in-waiting, and ultimately Empress under the name of Tofuku-mon-in. One cold winter's night at Yedo, as I was sitting, with a few Japanese friends, huddled round the imperfect heat of a brazier of charcoal, the conversation turned upon the story of Sôgorô and upon ghostly apparitions in general. Many a weird tale was told that evening, and I noted down the three or four which follow, for the truth of which the narrators vouched with the utmost confidence.
It is not for our alien pen to portray the splendors of such a marriage as that of the princess of Satsuma to Iyesada, the thirteenth Shô-gun of the Tokugawa dynasty, when all Yedo was festal and illuminated for a week.
The two countries had been on friendly terms for thirty-two years, and during that time a widespread conviction that Christianity was an instrument of Spanish aggression had been engendered. Iemitsu, son of Hidetada, now ruled in Yedo, though Hidetada himself remained "the power behind the throne."
The pair next appear in Tokyo or, as it was then called, Yedo as actors. O-Kuni, indeed, is universally credited by tradition, with having established the modern Japanese stage the first profane drama. Before her time only religious plays, of Buddhist authorship, seem to have been known. Sanza himself became a popular and successful actor, under his sweetheart's tuition.
It was not until the year A.D. 1624 that a man named Saruwaka Kanzaburô, at the command of the Shogun, opened the first theatre in Yedo in the Nakabashi, or Middle Bridge Street, where it remained until eight years later, when it was removed to the Ningiyô, or Doll Street.
