In consequence of the death of the shogun, which took place soon after, Perry did not return for his answer until the following year, casting anchor again in the Bay of Yedo on February 12, 1854. He had now a larger fleet, consisting of three steam-frigates, four sloops-of-war, and two store-ships. Entering the bay, they came to anchor at the point known as the "American anchorage."

We find him making frequent donations of 5000 kwamme of silver to the citizens of Kyoto and Yedo; constructing the inner castle at Yedo twice; building a huge warship; entertaining the Korean ambassadors with much pomp; disbursing 400,000 ryo on account of the Shimabara insurrection, and devoting a million ryo to the construction and embellishment of the mausolea at Nikko.
Reaching the shores of the Bay of Yedo, he looked across from its southern headland to the opposite peninsula of Awa, whose hills seemed very close at hand. "It will be easy to cross that channel," he said: "it is but a trifle. Let the army embark."
If we are not attended to here, in our own province, how much less will the officials at Yedo care for us.
Poorer persons will cut off the queue of their hair and offer that up; and at Horinouchi, a temple in great renown some eight or nine miles from Yedo, there is a rope about two inches and a half in diameter and about six fathoms long, entirely made of human hair so given to the gods; it lies coiled up, dirty, moth-eaten, and uncared for, at one end of a long shed full of tablets and pictures, by the side of a rude native fire-engine.
