No room for hope! that was the message of Vereeniging a message which struck a chill in every heart. One after another we painted the destitution, the misery of our districts, and each picture was more gloomy than the last. At length the moment of decision came, and what course remained open to us?
From the publication of Seeley's Expansion of England in 1883 till the Peace of Vereeniging in 1902 they strove to believe in the existence of a 'Blood, an 'Island Race, consisting of homogeneous English-speaking individuals, among whom were to be reckoned not only the whole population of the United Kingdom, but all the reasonably white inhabitants of our colonies and dependencies; while they thought of the other inhabitants of the Empire as 'the white man's burden' the necessary material for the exercise of the white man's virtues.
"But since my arrival at Vereeniging I have heard about our districts where matters are in a far less favourable condition than in my own. So far as I myself am concerned, I cannot think of laying down my arms. Yet it appears to me that some parts of the country will be compelled by starvation to give up the struggle.
He says there is no bond of love, and it would be untruthful and dishonest on their part to say that such a bond existed. But, he says, there is another bond; there is such a thing as a man's word of honour. "We gave our word of honour at Vereeniging, and it is our intention to abide strictly by that."

The Bismarckian realists among them believed that it would be brought about, in South Africa and elsewhere, by 'blood and iron. Lord Milner, who is perhaps the most loyal adherent of the Bismarckian tradition to be found out of Germany, contended even at Vereeniging against peace with the Boers on any terms except such an unconditional surrender as would involve the ultimate Anglicisation of the South African colonies.
By the Treaty of Vereeniging, in which the peace between the Dutch and British races was declared for ever, by Article 1 of that treaty the flower of the Boer nation and its most renowned leaders recognised the lawful authority of his Majesty King Edward VII, and henceforth, from that moment, British supremacy in South Africa stood on the sure foundations of military honour and warlike achievement.
But not only were the necessary preliminary successes deferred far beyond the expected time of their accomplishment Bloemfontein was not occupied until five months, nor Pretoria until eight months had rolled by since that October dawn when the Boers crossed the frontier into Natal but the prospect of the end of the War soon began to recede into the perspective of infinity: and even now, after an interval of some years since the peace of Vereeniging, when, like the proportions of some huge edifice which can be truly comprehended only by the observer who views it from a distance, the various incidents and phases of the War begin to assume their relative importance, the difficulty of discovering some guiding principle which shall reconcile the Great Boer War with other wars is as great as ever.
Finally, it was agreed that the negotiations should be adjourned for a month, in order to allow the feelings of the burghers at large to be ascertained, and reported at a Convention to be held at Vereeniging on May 15. In the meantime the military operations were to be continued, subject to the permission to be given to the Boer leaders to go freely among and consult their people.
