During the course of the first Parliament in the Transvaal arrangements will be completed for the establishment of an elective Second Chamber, and if necessary further Letters Patent will be issued to constitute it. Under the Treaty of Vereeniging we undertook that no franchise should be extended to natives before the grant of self-government.

No; it was not the horror of the situation which influenced him; there was something that weighed upon his heart yet more heavily it was the holding of that meeting at Vereeniging. The result of this mission was that two delegates were chosen from each body in the field, who assembled at Vereeniging upon May 15th for the purpose of settling the question by vote. Never was a high matter of state decided in so democratic a fashion. Up to that period the Boer leaders had made a succession of tentative suggestions, each of which had been put aside by the British Government.

It was further agreed that at the meetings of the nation representatives should be chosen who, on the 15th of May, 1902, at Vereeniging, should inform the Governments what course the nation desired them to take.

It was a bitter moment, but not so bitter as when, earlier on the same day, the National Representatives had come to the decision that the fatal step must be taken. On the 2nd June, 1902, the Representatives left Vereeniging, and returned every man to his own commando.

The mail train from the Transvaal to Cape Town was stopped at Vereeniging, and the week's shipment of gold for England, amounting to about half a million pounds, was taken by the Boer Government. In a debate at Cape Town upon the same day the Africander Minister of the Interior admitted that as many as 404 trucks had passed from the Government line over the frontier and had not been returned.

It was tacitly understood, if not definitely promised, that the conditions which the British Government would be prepared to grant would not differ much in essentials from those which had been refused by the Boers a twelvemonth before, after the Middelburg interview.
