For although the northern barbarians under the first, the southern Vandals under the second, and the successors of both, prevailed to bring down the last of the Caesars, yet the ancient frame of government still subsisted.
To this extent, and it is three parts at least of the whole, the Lombard invasion was less perilous than those which had come and passed away before it. Once more, the Catholic church was to be victorious, but in a different fashion. It cast out the Visigoths, the Huns, the Vandals, and the Ostrogoths from Italy, for it could not convert them; the Lombards it converted and they remained.
Philosophers and men of letters, astronomers and chemists, atheists and republicans, had shown that they were only powerful to destroy, as the Goths and the Vandals had been. They had shown that they were impotent, as the Goths and the Vandals had been, in building up again.
Take, for example, the fate of those Vandals who conquered the north of Africa. They were a German tribe, blue-eyed and flaxen-haired, from somewhere in the Elbe country. Suddenly they, too, were seized with the strange wandering madness which was epidemic at the time. Away they went on the line of least resistance, which is always from north to south and from east to west.

From time to time an old marble is dug up in a field, where some ploughman has chanced upon the treasure. Owners hid their beautiful statues, ivories and bronzes, to save them from the vandals.

That result is various: sometimes the over-civilized and degenerate people is swept from the face of the earth, as the Roman populations in Africa by the Vandals; sometimes it is reduced to servitude, as the Egyptians by the Ptolemies, or the Greeks by the Turks; sometimes it is absorbed or included in new political combinations, as the northern Italians by the Lombards and Franks; sometimes it remains unmolested on its own territory, and lives by the momentum, or the repute, or the habit, or the tradition of its former civilization.
Next came the Vandals, and showed less respect for the venerable traditions of the city. Then the Burgundians. Then the East Goths. Then the Alemanni. Then the Franks. There was no end to the invasions. Rome at last was at the mercy of every ambitious highway robber who could gather a few followers.
The natives, who, for the most part, are frank Vandals, also admire efforts of which they are aware that they are themselves incapable, and even the laudator temporis acti has his mouth stopped by the cheap and often tawdry luxury, which the coming of the Europeans has placed within his reach.
While the Vandals were thus plundering Rome, a still fiercer race of barbarians were trampling beneath their feet the deserted sanctuaries of the empire.
