I present to you a distinguished man, adorned with many virtues and honors, belonging to military and civil affairs, as well as to literature Howard, a Knight and Baronet, a worthy heir of the latter order from a renowned father, the former richly deserved from his own king and that of Spain; a member of the Royal Society of London, on account of the fame of his writings; for many years the Governor of New Brunswick, followed by the admiration and favor of his country and the reverence and love of the Province; lastly, Chancellor of a College in that Province, built under his care and direction, to which its patron, the king, gave his name and a University's privileges.
The Charter under which McGill University was established, was obtained on March 31st, 1821. The century mark in the University's history has now been passed.
But this effort, which originally aimed to cover every county in the State, soon arrived at the place which might have been foreseen from the beginning. The branches began not only to overshadow the parent institution but actually to eat up all of the University's resources.
Heroic also the loyalty with which in those dark years the president and faculty made the university's cause, their cause, and shared the uncertainties and privations. And what is the result to-day? To-day the key-note is triumphantly struck. The first step is made beyond recall. The character of the material foundation is assured for all time as something unique and unparalleled.

We may say that the University's birth takes place today, and I do not think it mere sentiment, should we dwell with interest upon its concurrence with the centennial year of our national birth, and the birthday of him who led the nation from the throes of battle to maturity and peace.
