Once each year, usually in March but sometimes as early as February or as late as April, a "town-meeting" is held, at which all the grown men of the township are expected to be present and to vote, while any one may introduce motions or take part in the discussion.

The people in town-meeting elected their representatives to a general assembly, as of old, and this assembly chose a council of twenty-eight members to sit as an upper house. The president of the council was the foremost executive officer of the commonwealth, but he had not the powers of a governor.
