He called for plans and elevations upon the bases of those of the tenth century, and from the gates to the roofs he took care that everything should be modelled on the old lines. The edifices are said to have been at once chaste and magnificent, the internal decorations being from the brushes of the best artists of the Tosa and Sumiyoshi Academies.
Hitherto penmanship in Kyoto had taken for models the style of Kobo Daishi and Ono no Tofu. In Kyoto, painting was represented by the schools of Koze, Kasuga, Sumiyoshi, and Tosa; in Kamakura, its masters were Ma Yuan, Hsia Kwei, and Mu Hsi, who represented the pure Southern Academy of China, and who were followed by Sesshu, Kao, and Shubun.
The civil war being ended, in 1878, the year which marked a decade from the establishment of the new regime, the government, persuaded that the time for popular institutions was fast approaching, not alone through representations of the Tosa memorialists, but through many other signs of the times, decided to take a step in the direction of establishing a national assembly.
These littérateurs were the predecessors of the celebrated Kamo and Motoori, of whom there will be occasion to speak by and by. Tsunayoshi's patronage extended also to the field of the fine arts. The Tokugawa Bakufu had hitherto encouraged the Kano School only whereas the Tosa Academy was patronized by the Court at Kyoto.
In Tosa the evil was so rampant that a society for its prevention has been in existence for many years. It helps support children of poor parents who might be tempted to dispose of them criminally. In that province from January to March, 1898, I was told that "only" four cases of conviction for this crime were reported.
For instance, if something is due to Titius under a verbal contract, and he wishes to release it, it can be done by his allowing the debtor to ask 'that which I promised thee has thou received? and by his replying 'I have received it. An acceptilation can be made in Greek, provided the form corresponds to that of the Latin words, as 'exeis labon denaria tosa; exo labon. This process, as we said, discharges only obligations which arise from verbal contract, and no others, for it seemed only natural that where words can bind words may also loose: but a debt due from any other cause may be transformed into a debt by stipulation, and then released by an imaginary verbal payment or acceptilation.
When the Satsuma rebellion broke out, four years later, this band of Tosa agitators memorialized the Government, charging it with administering affairs in despite of public opinion; with ignoring popular rights, and with levelling down instead of up, since the samurai had been reduced to the class of commoners, whereas the latter should have been educated to the standard of the former.
This memorial was signed by the Daimios of Kago, Hizen, Satsuma, Choshiu, Tosa, and some other Daimios of the west. But the real author of the memorial is believed to have been Kido, the brain of the Restoration. Thus were the fiefs of the most powerful and most wealthy Daimios voluntarily offered to the Emperor. The other Daimios soon followed the example of their colleagues.
In places, too, the surface was streaked with light yellow patches, probably of sun-gilt tosa or pumice. On our right, or to the north-north-east of the Pike, rose La Fortaleza, alias the Golliada del Cedro.
Simon della Tosa, the Magalotti, and certain others of the people who had attained greater influence in the government than the rest, were leaders of the party against the king. By these means messengers were sent to France, and afterward into Germany, to solicit leaders and forces that they might drive out the count, whom the king had appointed governor; but they failed of obtaining any.
