A considerable part of the incentive to better methods is directly traceable to this simple rule-of-thumb method of rating production. The foreman need not be a cost accountant he is no better a foreman for being one. His charges are the machines and the human beings in his department. When they are working at their best he has performed his service. The rate of his production is his guide.
Individual teachers, no doubt, in many cases realised the partial error in this conception of the aims of the Primary School, but the demands of Government inspectors and of school authorities, with their rule-of-thumb methods of testing the success of the teacher's work by the percentage of passes gained, tended often to make the teacher, in spite of his better judgment, look upon the child mainly as a three-R grant-earning subject and to consider the chief aim of primary education to be the securing of a certain mechanical proficiency in the use of the three elementary arts.
But what may finally become a much larger proportion of New Republican citizens will either from the beginning, taking the College course in the evening, or after a year or so of full attendance at the College course, start also upon the third- grade work, the preparation for the upper ranks of some technical and commercial employment, for the systematic and liberal instruction that will replace the old rule-of-thumb apprenticeship.
And the broad principles in which the scientific system differs from the ordinary or "rule-of-thumb" system are so simple in their nature that it seems desirable to describe them before starting with the illustrations.
Teaching, I take it, is an art founded upon, and intimately associated with, the science of psychology. Why should we be content with antiquated and rule-of-thumb methods, instead of going to the root of the thing, studying its principles, and learning to apply them to the best advantage? A Professor of Pedagogy in a Western university brings up his children on the most advanced principles.
Those who knew Fyles best ignored the patience which caught the public mind so readily. They saw something more beneath it, something much more to their liking. His patience only masked a keen, swift-moving, scheming brain, packed to the uttermost with a wonderful instinct for detection. He worked on no rule-of-thumb method as so many of his comrades did.
So far as ability of control, of management, was concerned, it amounted to rule-of-thumb procedure, to routine. If new circumstances resembled the past, it might work well enough; in the degree in which they deviated, failure was likely.
This increase in the speed of doing the work, of course, involved a substitution of the quickest hand methods for the old independent rule-of-thumb methods, and an elaborate analysis of the hand work done by each man.
"It's a rule-of-thumb that was set up so that settlers on new planets couldn't get away with murdering and enslaving the natives by claiming they thought they were only hunting and domesticating wild animals," he said. "Anything that talks and builds a fire is a sapient being, yes. That's the law. But that doesn't mean that anything that doesn't isn't.
He was neither engineer nor trained mathematician, but he was a good rule-of-thumb mechanic and a man of pluck and perseverance; he never strove to fly on an imperfect machine, but made alteration after alteration in order to find out what was improvement and what was not, in consequence of which it was said of him that he was 'always satisfied with his alterations.
