We know that in America the invasion of Chinese and Japanese, owing to the competition between them and the workers of white race, has become a national calamity. In Europe the invasion is commencing, but has not as yet gone far. But already Chinese emigrants have formed important colonies in certain centres London, Cardiff, Liverpool, &c. They have provoked several riots by working for low wages.
The early days of July marked the inauguration of the second series of riots, the so-called summer pogroms. The new conflagration started in the city of Pereyaslav, in the government of Poltava, which had not yet discarded its anti-Jewish Cossack traditions. Pereyaslav at that time harbored many fugitives from Kiev, who had escaped from the spring pogroms in that city.
"What is going on at Vienna, Lieutenant Pasky?" asked a young officer. "Have the riots there any importance?" "No, thank God," replied the lieutenant; "the canaille will soon be brought to their senses." "H'm, if the emperor would only be strict," said another. "Ah, bah! the mob has no importance." "And the cannons generally prove it."
Some petty riots among the manufacturing population of the county of Derby were magnified in his eyes into symptoms of an approaching revolution in England; the consequence, as he flattered himself, of the misery inflicted on his great enemy by the "continental system"; and to the end he continued to think that, had he resisted the temptation to enrich his own exchequer by the produce of licences, such must have been the ultimate issue of his original scheme.
On one former occasion, indeed, Mr. Bentley had found moral suasion, affection, and veneration of no avail, and had had to invoke the friendly aid of a park policeman to quell one of these incipient riots. To Mr. Bentley baseball was as a sealed book. The tall man's justice, not always worthy of the traditions of Solomon, had in it an element of force.
But the canker had eaten so deeply into their souls that it culminated in fierce riots breaking out in Lancashire and London which spread to other parts and were only suppressed by measures that are familiar to the arrogant despots who, by their clumsy acts, are the immediate cause of revolt.
Paid Lord Viscount Bateman, to reimburse him and the Officers and Men of the Herefordshire Militia, the extra expenses they have lately been put to, in providing accommodation for the said Militia at the time of the late Riots in this City, viz. This is an item worthy to be recorded in every publication relating to the city of Bristol, Lord Bateman was Col.
The states quarreled with each other about their boundaries, some of them made absurd claims to vast territory on the strength of their royal charters, quite forgetting that these charters were now done away with. There were riots everywhere, indeed, never was the State in such danger of shipwreck as now at its very beginning.
Throughout the vast limits of the Empire, life and property were safe, and the roads were free of robbers; nor were there riots in the cities, except on very rare occasions, in which they were put down with merciless severity. Yet a few hundred men were enough to preserve order in the largest cities, and a few thousand in the most extensive provinces.
"The riots are a blind to draw away the police and the troops. They're marching against the Blackstone Hotel now a thousand German spies with rifles." The Blackstone Hotel! I realised in a moment what that meant. The German Crown Prince was still a prisoner at the Blackstone, in charge of General Langhorne.
