The then Secretary of the Treasury, in pursuance of a proclamation of the President, issued certain regulations restricting and for a time prohibiting the importation of rags and the admission of baggage of immigrants and of travelers arriving from infected quarters.

Even restricting ourselves to vocal music, there is still a broad field left open for original work.

We have seen that in restricting the suffrage to church members New Haven had followed the example of Massachusetts, but Connecticut had not; and at this time there was warm controversy between the two younger colonies as to the wisdom Of such a policy. As yet none of the colonies save Massachusetts had obtained a charter, and Connecticut was naturally anxious to obtain one.

Similar conflicts between spiritual and temporal jurisdictions were common to all Christian states, but the national strength and the patriotism of the western monarchies caused them to proceed further than any other state in restricting the papal privileges.

Manifestly, in allowing or forbidding divorce, in extending or restricting what a man may dispose of by testament, in favoring or interdicting substitutions, it is chiefly in view of some political, economical or social advantage, either to refine or consolidate the union of the sexes, to implant in the family habits of discipline or sentiments of affection, to excite in children an initiatory spirit, or one of concord, to prepare for the nation a staff of natural chieftains, or an army of small proprietors, and always authorized by the universal assent.

The average man needs no defence for a religion which enables him to live and thrive, materially and spiritually. The importance of this consideration is very great. Restricting our attention to Judaism, it is clear that it still offers ideals to many, prescribes and enforces a moral law, teaches a satisfying doctrine of God. If so, then it is futile to discuss whether Judaism is still necessary.

With us, however, where it has become a practical question touching domestic, social, and professional interests, its complications multiply, and it is exceedingly difficult for the most honest and unselfish occupants of place or privilege, to look at it without touching, in some of its intricacies, the question, "Does not space for her to bourgeon," imply restricting me and mine?

It was natural, sir, for the late convention, to adopt the mode after it had been agreed to by eleven states, and to use the expression, which they found had been received as unexceptional before. With respect to the clause, restricting congress from prohibiting the migration or importation of such persons, as any of the states now existing, shall think proper to admit, prior to the year 1808.

Into that computation I shall not attempt to enter; but these representative products of an antique culture, at least, and one of which the secret seems more likely than not to be lost, were not common, nor indeed was any one else in the circle to which the picture most insisted on restricting itself.
