We argue it from the fact, that slavery exists there now by an act of Congress. In the act of 16th July, 1790, Congress accepted portions of territory offered by the states of Maryland and Virginia, and enacted that the laws, as they then were, should continue in force, "until Congress shall otherwise by law provide;" thus making the slave codes of Maryland and Virginia its own.

During this period he was twice called out for service upon occasions of war threatening, in 1787 with France, and in 1790 with Spain; but though in each case appointed to a ship, the employment went no farther, as hostilities were timely averted.

Accordingly, when the Admiralty received from his own hand the unexpected intelligence of his safety, his widowed mother and only sister had the affectionate sympathy of all England.
