There was an indisposition on the part of the House to declaring by an act of Congress that the rebel States should be restored on the sole condition of their accepting and ratifying the Constitutional Amendment. The bill proposed by Mr. Stevens was designed by its author as a plan of restoration to take the place of the proposition which accompanied the Constitutional Amendment.

On June 26 Homer S. Cummings, chairman of the Democratic National Committee, informed the Governor that the committee that day by unanimous vote had directed him to send the following message: "We most earnestly emphasize the extreme importance and urgency of an immediate meeting of your Legislature for the purpose of ratifying the proposed 19th Amendment to the Federal Constitution."

All the States ratifying the Constitution, except Massachusetts, held slaves; Virginia the largest number over 293,000; New Hampshire the smallest number 158. Even the granite hills of New Hampshire were not then free from the feet of bondmen. Our fathers were not responsible for the existence of slavery in their midst.

This convention has been pending before the Senate for two years; I hope the United States this year will join the other nations of the hemisphere in ratifying a convention which embodies principles that are our tradition. The trend in favor of democracy has continued. During this past year, Peru inaugurated a democratically elected government. Brazil continues its process of liberalization.

The ratification of the conventions of nine states shall be sufficient for the establishment of this constitution between the states so ratifying the same. Done in convention, by the unanimous consent of the states present, the seventeenth day of September, in the year of our Lord one thousand seven hundred and eighty-seven, and of the Independence of the United States of America, the twelfth.

And the reason ratifying the sentence of the church, doth show that often the number of it is but small, "For where two or three are gathered together in my name;" whereas the church or congregations essentially taken for teachers and people, are incomparably great. It is, in my judgment, incumbent upon the United States to conserve the influential initiative it has taken in this measure by ratifying the instrument and by advocating the proposed extension of the time for exchange. These views have been made known to the other signatories.
