Due to the emergency arising from a heavy tropical storm in southern Florida, I authorized the Secretary of Agriculture to use certain funds in anticipation of legislation to enable the farmers in that region to plant their crops. The department will present a bill ratifying the loans which were made for this purpose.

It was drawing a different line from that which had been fixed by the recent Parliament, whose Acts also the new Queen had evaded ratifying.

RATIFICATION. Women have taken so active a part and have been so generally accepted in the political life of the State that it caused scarcely a ripple of excitement when a special session of the Legislature was called by Governor Thomas E.
